The General Secretariat of the Organization of American States (GS/OAS) has issued BID N° 03/26, a massive digital transformation initiative to modernize its institutional web presence. This project will migrate the OAS website from legacy technologies—including ASP, DNN, and HTML—to the latest stable version of the Drupal content management system. This opportunity is globally open. Both U.S.-based and international firms are eligible to bid independently or as part of a joint venture with domestic or foreign partners. For legal documentation, U.S. companies must submit a W-9 form, while non-U.S. companies must provide an Employer Identification Number (EIN).

Project Scope

This enterprise-scale project is divided into three integrated systems, and bidders have the flexibility to submit proposals for all three or just one or two. The project operates on an aggressive timeline, with Annex A capped at a maximum of 4 months and Annex B capped at 3 months. Payments are milestone-based, with a 20% warranty holdback for six months following delivery to ensure incident resolution and ongoing support.

  • News and Multimedia Dissemination System (Annex A): A massive unified environment estimated to require up to 47 two-week sprints of effort. It centralizes ten modules including press releases, blogs, newsletters, photo/video news, official speeches, and live broadcasts. Deliverables include a unified OpenSearch cluster, institutional PDF/Word export generation for official speeches using tools like PHPWord and Puppeteer/Dompdf, and complex API integrations with Mailchimp, YouTube, and Flickr. It also removes critical legacy bottlenecks, such as lifting the current two-link limit for simultaneous live broadcasts to allow for unlimited concurrent event streams.
  • Civil Society Organization (CSO) Registration System (Annex B): A fully digital platform replacing the manual, email-based registration process. Deliverables include an online application form with document uploads, an internal OAS review workflow, automated email notifications, a publicly searchable database, and self-management capabilities for CSOs to update their profile data.
  • Political Bodies Web System (Annex C): A consolidated web architecture for OAS bodies, such as the General Assembly, Permanent Council, and Member State Missions. This module requires seamless integration with the DocuVera API for official documents and the institutional DNN module for events and activities, ensuring Drupal does not duplicate existing document repositories.

  • Deliverables: Functional Drupal modules, WCAG 2.1 Level AA compliant templates, architecture design, migration of historical content, staff training, and comprehensive end-user and technical manuals. The system must fully support four languages: English, Spanish, Portuguese, and French.
  • Submission Instructions: Bidders must register and submit proposals electronically through the Official GS/OAS ProcureWare Portal. Submissions must be separated into Technical, Price, Legal, and Financial/Commercial Reference documentation.
  • Evaluation Criteria: Proposals will be evaluated using a technical-economic analysis. Notably, all technical evaluation factors, when combined, carry a higher level of importance than cost or price.
